The Westminster Assembly
Answers the Independents on Occasional Hearing (& Separation)
The names of
the Dissenting Brethren (the Independents) were: Thomas Goodwin, Philip Nye,
Jeremiah Burroughs, Sidrach Simpson, William Bridge, William Greenhill, and
William Carter.
In
their [the Independents/dissenting brethren] third Paragraph they shew what
communion they will hold with neighbour Churches. Holding and retaining
(say they) communion with the neighbour Churches in baptizing our children,
as occasion may fall out of absence of our Ministers in their Churches: and by
occasional receiving the Lords Supper in their Churches, and receiving such
members of theirs, as are above mentioned, into communion with us also
occasionally.
Also our Ministers to preach in their congregations, and receive theirs also to
preach in ours as Ministers of the Gospel, as mutually there shall be a call
from each other: and when we have any case difficult and too hard for
ourselves, electively to advise with the Elders of their Churches: and in case
of controversy, not to refuse to call them in for the composing of it. Further
in case of the choice of Elders, to seek the approbation, and right-hand of
fellowship from godly Ministers of their Churches together with our own. And in case any of our
Churches miscarry through maladministration or neglect of censures, to be
willing upon scandal taken by their Churches to give an account as to sister
Churches offended: and to esteem and account (as we do) a sentence of
non-communion by them as Churches, against us, upon such scandals wherein they
are not satisfied, an heavy and sad punishment, and to be looked on as a means
to humble us, and an Ordinance of God to reduce us. All this is more then as if
in nothing they were to be complied with, nor their Churches to be communicated
with in anything which should argue Church communion. More is said, and done,
by those that account them self Churches.
To
these things we [the Sub-committee of the Divines of the Assembly] answer,
first in general.
1.
That in most of these particulars they have de
facto estranged themselves
from us hitherto, and therefore we have reason to question in what sense they
account our Ministers and Churches true.
2.
If they may occasionally exercise these acts of communion
with us once, or a second, or third time without sin, we know no reason why it
may not be ordinary, without sin too and then separation and Church gathering
would have been needless. To separate from those Churches ordinarily and
visibly, with whom occasionally you may join without sin, seemeth to be a most
unjust separation. (The Reasons Presented by the Dissenting

WESTMINSTER DIVINES & OTHER PURITANS (Gouge, Gataker, et al.)
The Westminster Annotations
and Commentary on the Whole Bible
(6 volumes, 1657)
The original title read: "Annotations Upon
all the Books of the Old and New Testament: This Third, above the First and
Second, Edition so enlarged, As they make an entire Commentary on the Sacred
Scriptures: The like never before published in English. Wherein the Text is
Explained, Doubts Resolved, Scripture Parallel'd, and Various Readings
observed; By the Labour of certain Learned Divines thereunto appointed, and
therein employed, As is expressed in the Preface." The preface (found in
the first volume) recounts not only a short history of
the English Bible, but sets forth the great advantage to true Religion which
accrues (contrary to the mysticism of the Anabaptists and the
anti-intellectualism of the modern backsliding church) when faithful notes are "bound
in" with the Scripture text -- this bringing forth nothing
different than the effect generated (through God's grace) by faithful
preaching, faithful commentaries, faithful creeds, faithful covenants, faithful
confessions, etc. Pointing out that this blessing from God was never more
obvious than in the case of the Geneva Bible ($159.95, leather
hardcover) and its marginal notes (and that the people knew it to be so when
they were left with Bibles without annotations honoring to God), the preface further
states, "hence were divers of the Stationers and Printers of London
induced (by the people--RB) to petition the committee of the Honourable House
of Commons, for licence to print the Geneva notes upon the Bible, or that
some notes might be fitted to the new translation: which was accordingly
granted, with an order for review and correction of those of the Geneva
edition, by leaving out such of them as there was cause to dislike, by clearing
those that were doubtful, and by supplying such as were defective. For which purpose
letters were directed to some of us from the Chair of the Committee for
Religion (in 1648--RB), and personal invitations to others, to undertake and
divide the task among us, and so cometh in our part, whereof we shall give the
world a true and just account in that which followeth." The detailed
account which follows in the preface is fascinating, mentioning, among many
other things, the divines' "use of... the Dutch Bibles... set forth
at... Holland, by order of the States."
The diligence given, the energy expended, the
obvious humility, and the fearful trembling before God's Word which is evident
in these commentators makes this truly a classic Puritan work -- a work of great
value! Just knowing, as Barker points out, that this commentary was "prepared mostly by Westminster divines, by order of
Parliament, at the time of the Assembly" (Puritan Profiles, p. 37), certainly
bodes well for the level of scholarship it contains. Moreover, with Gouge, one
of the most respected English Covenanters at the Assembly playing a major role,
the thoughtful student of Scripture and history ought to take note: for a theological feast of mature Puritan thought surely
awaits those that sup at this table. Esteemed, by the mid-1640's,
"as the father of the London Ministers," Gouge was elected as
Assessor for the Westminster Assembly on Nov. 25, 1647. His detractors
sometimes called him an "arch Puritan" (cf. Ibid., p. 35). Dr. Gouge's
"share of the useful work consisted of Kings, and the subsequent books
down to Esther, inclusive" (Smith, Select Memoirs of English and
Scottish Divines,
p. 534). Most of the others chosen to this work had similar credentials, though
not all exhibit equal proficiency and some later backslid from attainments
reached at this point. Nevertheless, when the commentators were first chosen,
these Annotations were produced by some of the most
qualified English Puritans -- as a historical high water mark for Puritan
scholarship was beginning to crest. Furthermore, in prosecuting this work
the divines note, "therefore we have put ourselves to much more pains (for
many months) in consulting with many more authors, in several languages, than
at first we thought of, that (for the propriety of the original text, for
pertinent and profitable variety of versions, for consonancy of parallel
Scriptures, and for perspicuity in clearing of the darkest places) we might
bring in such observations, as might not only serve to edify the ordinary
reader, but might likewise gratify our brethren of the ministry, at least such
among them, as have not the means to purchase, or leisure to pursue, so many
books, as (by order of the Committee) we were furnished with all, for the
finishing of the work, committed to our hands" (preface). As the work wore
on, however, it became apparent that the original intention (of printing these
annotations as marginal notes in the Bible) would no longer fit the scope and
length of commentary that had been produced. Thus, the notes were not added to
the Scriptures directly, but rather published as a separate commentary (which
we are offering here) -- except that we have divided the work into six volumes
rather than the original two, because of logistics.
Brook calls this a "useful work" and says
of its authors that "several of them were celebrated puritans" (Lives
of the Puritans,
vol. 3, p. 221n). Spurgeon comments that it "contains valuable
remarks" and that "the work is probably less esteemed than it should
be" (Commenting and Commentaries). In "A Narrative of His Life and Death"
prefixed to volume one of Gouge's three volume commentary on Hebrews ($99.00
HP, $59.99 P), we also find this note, "He was likewise chosen by a
Committee of Parliament, among others, to make Annotations upon the Bible,
being well-known to be a judicious interpreter of Scripture. How well he hath
performed his trust is evident to all that read the annotations from the
beginning of the first book of Kings unto Job, which was his part."
Furthermore, Neal,
in his history, furnishes us with a helpful (though partial) list of each of
the specific authors and books of the Bible they worked on in the Annotations.
He writes, "Those with asterisks were not of the assembly. Rev. Mr. Ley,
subdean of Chester (The commentary on the five books of Moses), Dr. Gouge (1 &
2 Kings, 1 & 2 Chronicles, Ezra, Nehemiah, Esther), *Mr. Meric Casaubon
(The Psalms), Mr Francis Taylor (Proverbs), Dr. Reynolds (Ecclesiastes), *Mr
Smallwood, recommended by archbishop Usher (Solomon's Song), Mr. Gataker
(Isaiah, Jeremiah, Lamentations), *Mr. Pemberton in the first edition and
*Bishop Richardson in the second (Ezekiel, Daniel, and the smaller Prophets),
Mr. Ley (Matthew, Mark, Luke, John), Dr. D. Featly... (St. Paul's Epistles).
There were two other persons concerned in this work, who might probably have
the other parts of Scripture allotted them, not here mentioned, viz. Mr.
Downham and Mr. Reading" (pp. 504-505).
Additionally, as should be evident, the
Annotations were not, strictly speaking, a work of the Westminster Assembly per
se, but rather a work primarily by men who attended the Westminster Assembly -- including a few
others chosen to this task by Parliament. Notwithstanding, we thought it
prudent to title this work in accord with one of the primary names by which it
has come to be commonly known (i.e "The Westminster Annotations"). As
with much of the literature that was produced by those attending the
Westminster Assembly, or by those sympathetic to their work, the modern reader has much to gain by carefully considering
the words of these spiritual giants. This work is no exception and we
pray that this newly published edition will strengthen and unite the church,
turn individuals to righteousness, uplift the family, and help direct the
nations to the covenanting love that surrounded the work at the Westminster
Assembly in the seventeenth century -- and in all this bring glory to God! 2383 (8.5" X

Civil Government: An
Exposition of Romans 13:1-7 (1853)
A very controversial publication based on the
idea that "unholy republics refuse to acknowledge Him (Christ) as Lord of
all." This failure to covenant with Christ, as nations, exposes the fact
that these national governments are the enemies of Christ (as with the individual
or church who will not covenant with Christ). These
nations (as moral persons) are thus in violation of the first commandment and
therefore treasonous usurpers who will not have the one true King (Jesus
Christ) to rule over them. Their laws and actions bare this out,
as they refuse to rule by the law of God, but rather, as the dupes of Satan,
rule by their own autonomous standards. And, though it is their duty to be a terror to
evil and promote the good, they, in the main, do the opposite. They protect and
support murders (e.g. abortionists), continence and permit perversity (e.g.
homosexuality, pornography, etc.) and take no action to establish the Reformed
faith (but rather extend constitution rights to all manner of cults,
sectarians, satanists and Roman Catholics) -- to name but a few of the more
obvious areas of government rebellion against King Jesus. 163 pages.

Topics which were disputed during this controversy include God's sovereignty
and human responsibility in salvation and sanctification, the nature of the
Gospel, the free offer of the Gospel, covenant theology, assurance, the
atonement, the place of the law in the life of the believer and much more. "The theological
divisions in the Marrow controversy reflected similar divisions in Reformed
thought, with the Marrow and its defenders being more in harmony with the
Reformed orthodoxy of the sixteenth and early seventeenth centuries and, on
balance, with the Westminster Confession of Faith and Catechisms. Their opponents,
though representative of the great majority of ministers in the early
eighteenth-century Church of Scotland, reflected the legalizing tendencies of
late seventeenth-century developments in Reformed theology, rather than
Reformed thought as a whole," writes David Lachman (Cameron, ed., Dictionary

The Marrow of Modern Divinity
Jeremiah Burroughs states,"If thou wilt
pursue this little book, thou shalt find great worth in it." First printed in 1645,
this controversial book was read in 1700 by Thomas Boston and had a profound
influence on his ministry. Boston added copious notes to this edition, which
was reprinted in 1718. His notes, which are often longer than the text, are an
invaluable addition to this work. Its contents are largely taken from the
works of the Reformers and English Puritans. Three members of the Westminster
Assembly wrote recommendations to the Marrow. Part one of the book, "The Covenant of Grace and the Covenant of Works,"
is definitely one of the best explanations of covenant theology in the
English language.
Part two is "An Exposition of the Ten Commandments."
"The marrow of the second bone (part)," said Caryl, "is like
that of the first, sweet and good. The commandments of God are marrow to the
saints, as well as the promises; and they shall never taste the marrow of the
promise who distaste the commandments. This little treatise breaketh the bone,
the hard part of commandments, by plain exposition, so that all, even babes in
Christ, yea, such as are yet out of Christ, may suck out and feed upon the
marrow by profitable meditation." This section on the commandments is
practical and powerful - guarding against the antinomian heresy. The Marrow has also come to be
know for its biblical and historical defence of the free offer of the Gospel. This whole book (of 370
pages) is in beautiful condition and this edition contains the appendix by John
Brown of Haddington.

Over 950 pages long, Dr. Timothy Keller calls
this "the greatest manual on Biblical
counseling ever produced." John MacAurthur writes, "We have
long waited for a purely Biblical treatment of the spiritual ills and cures of
men which is untainted by the views of psychology. Since Baxter lived about 200
years before psychology arrived, his deep work is completely void of its
encroachment -- thankfully!" The sub-titles gives a good summary of the
book, being, "A Sum of Practical Theology and
Cases of Conscience. Directing Christians How to Use Their Knowledge and Faith;
How to Improve all Helps and Means, and to Perform all Duties; How to Overcome
Temptations, and to Escape or Mortify Every Sin. In Four Parts:
1.) Christian Ethics (or Private Duties); 2.) Christian Economics (or Family
Duties); 3.) Christian Ecclesiatics (or Church Duties); 4.) Christian politics
(or Duties to Our Rulers and Neighbors)." Ptacek, in Family Worship (pp. 51-52), supplies
the following information in regard to Baxter and this book. He notes that
after the Episcopalians ejected numerous "nonconformists," in what is
know as the "great ejection,' in 1662, "Baxter pastored from house to
house, visiting families of his parish in their homes. These visits contributed
to Baxter's A Christian Directory, a large and still very relevant manual of
pastoral care."
Focusing on just one area of great importance, Ptacek demonstrates how this
book's relevance is not limited by time or culture, though sometimes the use of
specific words are. "Published in 1673, but written 1664-65, a large book-length part of Baxter's Christian Directory is devoted to the family. It is entitled 'Christian
Economics' based on the archaic usage of the word, which reflects the proper
sense of the Greek root oikonomos as the manager of a household, in the
Christian case, the spiritual leader of the family. The family head is
essential to Baxter's view of family worship and instruction. Baxter
asserts that it is God's will that this instruction be carried out by 'the
rulers of the families.' For a male head of the household to fail to do so, or
to have another instruct in the family, is contrary to his position of
authority." This is the kind of book that can be passed on from
generation to generation and still find much use in the service of the kingdom
of God.

no narrow basis. Its two postulates, like two posterns, admit us into the
edifice, but they are not its foundations. The whole economy of Redemption, and
the whole course of History are the broad substructions on which the argument
is based and built up; and the author humbly submits that it cannot be
overturned, or the conclusion arrived at set aside, without dislocating and
shaking the structure of both Revelation and Providence. The same line of
proof which establishes that Christ is the promised Messiah, conversely
applied, establishes that the Roman system is the predicted Apostasy. In the life of Christ
we behold the converse of what the Antichrist must be; and in the prophecy of
the Antichrist we are shown the converse of what Christ must be, and was. And when we place the Papacy between the two, and compare it
with each, we find, on the one hand, that it is the perfect converse of Christ
as seen in His life; and, on the other, that it is the perfect image of the
Antichrist, as shown in the prophecy of him. We conclude, therefore, that if
Jesus of Nazareth be the Christ, the Roman Papacy is the Antichrist"
(Wylie's preface, pp. v-vi). This book (of 165 pages) contains the classic
teaching of the Protestant Reformation regarding Antichrist (an integral part
of that Reformation, we might add -- as all the Reformed creeds and confessions
attest).
The easy-reading format and style make this book an ideal introduction to this
topic. For more detailed research on the Papacy, by the same author, see
Wylie's The Papacy: Its History, Dogmas, Genius, and Prospects ($19.99 bound

Purity of Worship in the

Illustrated by Our History Since the Reformation (1876)
"These questions (concerning the regulative
principle--RB) go to the very root of the Presbyterian
system of worship, as one that can be practically defended and
maintained, and they have a most important bearing on the future of Scotland
and of the Presbyterian Church throughout the world. If
the principles of Presbyterian worship, as asserted by John Knox and by the
Westminster Divines, are to be abandoned, either in theory or in practice,
there are no principles of Presbyterian worship at all, and it is difficult to
see what the end must be. The matter, therefore, is well worthy of
the immediate and earnest consideration of Christian and patriotic men,"
writes Begg. This book helps illustrate the almost complete defection of
modern Presbyterians from classic Presbyterian worship -- as set forth in the
Westminster standards.
Notwithstanding the book's many merits, one major drawback should be noted.
Begg (as a Free Church of Scotland minister) speaks far too uncritically of the
Revolution settlement of Presbyterianism in Scotland and the constitutionally
defective acts of the churches that have sprouted from that bad
(constitutional) tree. The Revolution settlement was clearly an unsound,
covenant breaking, substandard return to "Presbyterianism" --
something most Free Church ministers are not aware of. Nevertheless, Begg's
citations concerning this period illustrate that even Revolution Presbyterian
worship (and what followed it for some years) was far more faithful to the
original Presbyterian vision for public worship (i.e. the vision of Calvin,
Knox and the Covenanters at Westminster) than most Presbyterians today can even image
-- the modern defection having become encrusted and solidified in its hardness
by repeated and aggravated disregard (over many years) for the moral duties
contained in the second commandment. 103 pages.

"The extensive learning and eminent talents
of the Rev. David Calderwood, his matured experience in ecclesiastical affairs,
and especially in those of his native country, the persecutions he had endured
for his beloved Church, and the numerous works he had written in its defence,
all qualified him, in the happiest manner, for becoming a Historian of the Kirk
of Scotland. Above all, when the narrative was to be one of struggle and
suffering, in which the principalities and powers of the earth, as well as
those of darkness, were the antagonists, the record of such a conflict fell
most aptly into the hands of a man whom a monarch had in vain attempted to
brow-beat, and a whole hierarchy to silence. His own heart also appears to have
affectionately inclined towards this his most congenial occupation, so that,
after his return from exile, he spent many years in collecting and arranging
the materials necessary for such an important task. At last, when he had
reached his seventy-third year, the General Assembly, for the purpose of
enabling him to perfect his work, granted him an annual pension of 800 pounds
Scots. Calderwood died only two years afterwards; but he lived to accomplish
his purpose of writing the History of our National Church from the commencement
of the Reformation to the close of the reign of James the Sixth, in two, if not
three successive and copious revisals" (Preface to volume one, pp. v-vi).
This massive set (of over 6000 pages) was printed between 1842 and 1849. It contains
a 171 page index and Thomson's "Life of David Calderwood." The contents are listed and dealt with chronologically by
year; beginning in the preamble with the descent of the Scots from the ancient
Gauls, but formally covering the period (focusing to the church) from 1514 to
1625. Documents and information available no where else (that we know
of) are also included in this set. Must reading for researchers and those
interested in church history!

Faith: Evangelicals and Roman Catholics Together
"In 1994, a group of notable evangelicals
and Roman Catholics issued a statement of cooperation entitled,
"Evangelicals and Catholics Together: The Christian Mission in the Third
Millennium." The document has provoked numerous articles and books
assailing the evangelical signatories to the accord. The present author has
surveyed many of the responses to ect, but he has come away with mixed
feelings. So far, most of the critics of ect take aim
at areas where Rome is an easy target; but they avoid critical aspects of
doctrine and practice where modern evangelicals exhibit remarkable similarities
to Rome. There can be no question that the ect document represents a
colossal compromise with Rome on the part of any professing Protestant who
supports it. Moreover, the accord and its aftermath reveal much about the
present state of evangelicalism. In particular, the situation demonstrates
that most evangelicals have departed from the doctrines and practices of the
Protestant Reformation. We take this opportunity to focus
upon the preeminent issues of the Reformation. The present essay seeks to
redirect the focus of readers to the bigger picture, providing a framework for
assessing Roman Catholicism, contemporary evangelicalism, and the ect document.
This book illustrates how both Romanists and evangelicals have rejected
scriptural teaching about (1.) the essence of the gospel, (2.)
divinely-instituted worship, and (3.) the marks of a true church. By corrupting the
gospel, worship, and the church, evangelicals and Roman Catholics together are
making shipwreck of the Christian faith" (Kevin Reed).
